Does this occur with all applications you are trying to download, or is it just one specific applications? If you have any application updates available, are you able to install them or does it take a long time doing this as well?

You can try and clear data for the Google Play store and see if that helps, this will not remove any personal information. To do that, go to Settings > Apps > Google Play store, or just Google Play > Storage > Clear data > OK.
