Xperia L3. Power Delivery not working!

I bought 3 chargers with the Power Delivery quick charge function: Baseus, Hoco and Dorten. And when I connect each of them, it charges slowly, like a standard charger from the kit. Baseus delivers 9V / 1A, although according to the USB PD specification there should be a minimum of 1.7A at 9 Volts.
I have not tried Sony's original quick charger (UCH32) yet.

out of curiosity have you tested a different USB cable?

@Uliwooly Yes, of course I have tested 2 USB-C—USB-C cables with different price + 1 default cable from the kit USB-A—USB-C on which I have measured 9V/1A. Same charging speed.

@Uliwooly I just tried Sony UCH32 (compatible with L3) and NO! It doesn't work! 3% per 5 min
