I can't move the app from internal to sd card in Xperia10 Android9

Lots of manufactures do this, problem is SD cards can't be guaranteed to run as fast as the internal or indeed as fast as the app needs. For this reason, they disable the feature. 

I believe it can be enabled if absolutely needed, but I've never needed or bothered myself.

Google stopped providing the possibility to move apps to an SD card to secure the security and the privacy in Android 6. This feature was removed from Android, but Sony Mobile continued to support it for users' convenience for some time. However, we decided not to keep our solution to move apps to an SD card for users' security and privacy.

That is why you are not able to move apps to your SD card. You can still however save data from the application on the SD card, such as offline play lists, pod casts and so on, if the application supports it.
