photo by Sony digital camera in 16:9 resolution and my child is delete all.
I restored the image in 4:3 resolution, but 16:9 format can not, know why anyone can not. Thank you very much

If you have a 4:3 aspect ratio and you have black bars top and bottom, you can just crop them off in an image editing app, although I'm not clear whether your camera shoots 4:3 cropped to produce 16:9, or you have true 16:9 with higher resolution.
If you were are able to salvage the images form the card, you can do it again; either using different software and re-run it for 16:9, or giving the card to a specialist camera store and asking them to retrieve the files for you.

If the 16:9 are not being recovered, you should try different recovery software; there's no reason why they should be any different to other files. You don't say which app you're currently using but I can only assume it's set up to recognise only 4:3 image files for some reason.
I've never had to use anything like this, thankfully, but if your camera is on this list you can use Sony's Card Recovery Software
Failing that, SmartRecovery is supposed to be quite good: http://www.softwarepatch.com/software/smartrecovery.html
I've also heard positive things about Zero Assumption http://www.z-a-recovery.com/
If you still can't retrive them and your card is not damaged or reformatted, a specialst firm such as Recoverfab should be able to do it, but the cost starts at around €150 for a 2Gb card.

Thank you very much for the help but that will not open. This image appears in 16:9 format.
But as it is in 4:3 format. Never mind next time I'll be more careful. Also many thanks to you for everything Goodbye :smileygrin:
