Is this a message that you see appearing as a pop up? If it is, have you installed a new application or updated your phone prior to you starting to experiencing this behaviour?
Just to make sure that this is not caused by a third party application, try rebooting your phone in safe mode and see if you still experience that this message pops up in your phone.
