With the Xperia XZ Premium, I had the option to create some scenarios (within Xperia assist), where I could tell the phone, how to behave. My favorite option was "Ausland" (maybe: trip in English), where I could select, which apps may use mobile data. Where is this option in Xperia 1?

Xperia Actions was discontinued with the release of Xperia XZ3, that is why you aren't able to find it in your Xperia 1, since it's not available there.
Did you use this setting for when you were abroad or did you always have it turned on? It was only active if you were abroad and had data roaming active and then it hindered the apps you wanted to access the Internet using mobile data.
There isn't really such a setting in the Xperia 1 and the closest you will get is enabling the setting called "Data saver" where you can allow apps to have full access to background data even when the feature is turned on. The apps that are not allowed in the list will not use data in the background and will only use data when you actually use the application.
You can find the setting for this in Settings > Network and Internet > Data usage > Data saver.
I understand it's not the exact same setting, but at least it's something, since the other alternative is no longer available.

Yeah, it was a really good feature, but hopefully you can find some use for the Data saver when travelling abroad.
I'm quite lucky as I can use my entire data plan as long as I don't travel outside of Europe, but if I were to travel outside of Europe, I would activate this feature in a heart beat. Not that fun to get a surprise at the end of the month with a huge bill because I used data that costs a lot of money, due to roaming fees.
