So at the moment my Xperia Play is deactivated (as in, not linked to a provider and whatnot); I've done a factory reset on it and after the fact, even connected to wifi, I cannot receive any android updated nor do I have the ability to upgrade from the Android Market to Google Play - this means no app installations or updates of any sort, which is absolutely awful.
I do not have access to a USB cable capable of data-transfer right now, and the android refuses to install any APKs I try and download.
What is your service provider? if it isnt the original for the Xperia Play, certain providers will allow you to activate it. If it is a verizon phone (verizon usually locks their phones to only be activated with it), you will have to unlock it and have the sim card for the phone. Then activate the phone temporairily by swapping it saying there is a problem with your current phone and that phone is the only other phone you have, and you need it activated, after this if activated, then upgrade to the google play. There is another way to fix your problem, it all depends on the model. Remove the battery cover and battery, and look for the model code, or go to settings>about phone and scroll down. The two models are the R800x and R800i. This only works with the R800x, but you have to uninstall the current os, android 2.3, and install android 6.0. If this doesn't work either, then you probrably need a new phone. If you get a new Xperia play, get th R800i model as it has android 4.0 and I don't think android 4.0 has Play Store, not Android store.
(If your system wont install apks because of an error parsing the package, then the package isn't made for that android version) If you don't want to loose your data from the second option, download and install this apk, https://www.apkmirror.com/apk/google-inc/google-play-store/google-play-store-5-0-31-3-release/google... to your Xperia Play and install. The Xperia Play supports apks made for android 2.3 and under, and that is the version that supports the apk, afterwards reboot your phone, then clear the data for the Play Store. Then the Play Store will work if you are signed in, of you aren't just sign in reguarly. I fixed my Xperia Play R800X and R800I with this method, but forgot it.
