If the suggestion above doesn't help I would suggest that you try to boot your phone into safe mode to see if the problem may be related to any 3rd party app that you have installed in your phone:

My Sony xperia z3 compact says the same thing. I can't access anything and the popup stays on the screen. I tried starting it in safe mode, but it is still unaccessable. I tried to restore it from my computer, but it only backed it up and wont restore. It's a brick! What can I do?

Sorry to hear that you're having issues with your Z3 Compact.
Can you please take a screenshot of this error message and post it here? To take a screenshot, hold the on/off button and then select "Take screenshot".
Then try to clear data for the app called Xperia Home by sliding down the status bar at the top and select Quick settings -> Settings -> Apps -> All -> Xperia Home -> Clear data -> OK and then restart the phone.
Note that this will reset your configuration of the home screen.
I have the same issue. Using a custom launcher (Solo) so the phone is still usable as I can clear the pop-up by pressing OK. But where is the support from Sony for this?? Google the issue and it's widespread, and only appears to have become prevalent recently, which implicates recent updates.
Sony Support - please assist. What info do you want from me to help resolve this??
EDIT - I've just observed that this an Xperia J forum. Apologies, my handset is actually a Z3 Compact. The issue is still the same though, so support is still required!

Could you please take a screenshot of this and post it here and also try the suggestion in my previous post and let me know if the same thing happens?
I had this problem. Here's how I solved it.
- two-finger swipe from the top of the screen to get to "Quick Settings"
- selected "Settings"
- "Apps" -> "All" -> "Xperia Home" -> "Clear Data"
- this casuses your home screen layout and some app login stuff (like facebook and twitter) to get reset, so you have to re-login to a few things, and re-layout your home screens, but, at least the dialog went away.

You don't need to do anything as drastic as factory resetting. Go through Settings/Apps then look at All apps. Scroll down the list to find Xperia Home, select it, then Clear Data. This should fix the problem.
