the spec say turbo boost 2.6 to 3.2 but the notebook is lock on 2.6.why?

This should be enabled by default in the BIOS although as Sony severely restrict advanced options I doubt that you will find any option to enable/disable.

You could download Intel® Turbo Boost Technology Monitor to check whether it is working.
