Phone rings even in silent mode and in vibrate mode

Does anyone else have this? The second I get a phone call the phone rings on loud. 

Really awkward in meetings at work. 

This happened on my old Z3 compact and I was never able to resolve it, but was fortunately due for an upgrade.
