This Infuriating new notification need to go away

After updating to Oreo this morning I constantly, without end get, this notification of "_______ is running in the backgroud". I DONT CARE and even worse you can't swipe it away. HOW DO I STOP THIS FROM POPPING UP ALL THE TIME.

That's not a problem, that's an Android Oreo feature, you should contact Google Android devs with your feedback.

Yeah, that's what I thought. Just hoped there would be someone here with an answer to how to turn it off.
